MINUTES OF THE MEETING OF FULSTOW PARISH COUNCIL
HELD IN THE VILLAGE HALL ON THE 23RD JANUARY 2020 AT 7.00 P.M.
ATTENDING – F.BUTT, N.LARDER , B.MACDONALD, M.LEONARD , S.FLINN, N.PIKE,
I.A.STEEL, DISTRICT COUNCILOR E.MOSSOP AND 5 RESIDENTS.
1) APOLOGIES FOR ABSENCE WERE RECEIVED FROM F.STEEL, CO.CO. T. BRIDGES.
2) DECLARATION OF PERSONAL / PREJUDICIAL INTEREST – NONE WERE RECEIVED.
3) MINUTES OF THE MEETING HELD 19TH DECEMBER , 2019 WERE ACCEPTED AS A TRUE
RECORD AND DULY SIGNED BY THE CHAIRMAN .
4) MATTERS ARISING – THE CLERK INFORMED THE MEETING THAT THE APPLICATION FOR
THE PRECEPT HAS BEEN CONFIRMED AS RECEIVED BY E.L.D.C.
- THE CLERK APOLOGISED TO S. FLINN FOR OMITTING HIM FROM THE LIST OF ATTENDEES AT THE LAST MEETING.
5) PLANNING CONSULTATIONS :-
A) ERECTION OF A BUNGALOW WITH INTEGRAL SINGLE GARAGE AND
CONSTRUCTION OF A VEHICULAR/PEDESTRIAN ACCESS – PLOT 3 , 5 CASSBROOK
DRIVE , N/056/02299/19. – THE COUNCIL NOTED A TREE SURVEY WAS NOT
INCLUDED IN THE DOCUMENTATION, THE APPLICATION SITE BORDERS A TREE
SCREEN FOR THE EGG FARM AND THE COUNCIL DOES NOT WANT THE SCREEN
TO BE REDUCED BY THE PROPOSAL.
- THE COUNCIL SUPPORTS THE APPLICATION.
B) ERECTION OF A DETACHED HOUSE WITH ATTACHED GARAGE , ERECTION OF
A DOUBLE GARAGE TO SERVE THE EXISTING PROPERTY AND ERECTION OF
BOUNDARY FENCING AND ACCESS GATES BOTH TO A MAXIMUM HEIGHT OF
1.8 METRES – LAND TO THE FRONT OF FIELD HOUSE, MAIN STREET
N/056/02348/19 :-
THE COUNCIL IS SURPRISED TO NOTE THAT THE ERECTION OF A DOUBLE
GARAGE OUTSIDE THE APPLICATION SITE IS INCLUDED IN THE PROPOSAL
AND ASKS THAT THE DOUBLE GARAGE IS RESUBMITTED AS A SEPARATE
APPLICATION.
THE COUNCIL OBJECTS , BY A MAJORITY VOTE, TO THE PROPOSAL WHICH
IS OUTSIDE THE MAIN SETTLEMENT OF FULSTOW AND IN OPEN
COUNTRYSIDE.
-IN THE RECENT PAST APPLICATIONS HAVE BEEN SUBMITTED FOR
HOUSES ON THE OTHER SIDE OF THE ROAD AND THESE WERE REFUSED.
GRANTING PERMISSION FOR THIS DWELLING MAY LEAD TO THE EXPANSION OF RIBBON DEVELOPMENT ALONG MAIN STREET.
GRANTING PERMISSION FOR THIS DWELLING WILL PLACE A FURTHER STRAIN ON THE EXISTING AND AGED SEWAGE DISPOSAL SYSTEM
IN FULSTOW.
THE COUNCIL SUPPORTS THE DISTRICT COUNCILLOR ‘S REQUEST TO
‘CALL-IN ‘ THE APPLICATION.
6) THE COUNCIL AUTHORISED THE SIGNATURE AND ISSUE OF A CHEQUE FOR £40.00
TO CITIZEN ADVICE.
7) ANY OTHER BUSINESS :-
A) THE CLERK INFORMED THE MEETING THAT THE CHAIRMAN OF NORTH
THORESBY HAS REQUESTED PERMISSION TO ATTEND A FUTURE MEETING
TO DISCUSS ITEMS OF COMMOM INTEREST .THE COUNCIL AGREED AND
ASKED THE CLERK TO ARRANGE HIS ATTENDENCE AT THE MEETING ON THE
27TH.February 2020.
B) THE CLERK REQESTED THE COUNCIL TO AUTHORISE HER ATTENDENCE AT A
MEETING WITH L.C.C. REGARDING CHANGES TO THE WEB SITE . THE
REQUEST WAS APPROVED.
C) THE CLERK WAS REQUESTED TO SEARCH PLANNING ISSUES RELATING TO
SOUTHFIELD FARM.
D) THE CLERK WAS ASKED TO CONTACT ENFORCEMENT REGARDING A
RESIDENTIAL CARAVAN ON AGRICULTURAL LAND OPPOSITE HARNESS
FARM , BRIDGE LANE.
E) NICKY REQUESTED THE COUNCIL TO DONATE TO THE COST OF THE
FUTURE VE CELEBRATIONS. THE COUNCIL AGREED A GRANT OF £150.00
8) DATE OF NEXT MEETING – 27TH. FEBRUARY, 2020.
BULLGRASS CHARITY
- THE COUNCIL MEETING AS TRUSTEES AGREED A DONATION OF £250.00
FROM THE BULLGRASS ACCOUNT TO FULSTOW VILLAGE HALL CTTEE.
